CASE Consultants International, LLC is seeking to hire a Programmatic ESA Development and Restoration & Permitting Program Implementation Specialist to support the Oregon and Washington Coastal Offices (OWCO) of the West Coast Region (WCR) of NOAA National Marine Fisheries.
The WCR includes Washington, Oregon, California, and Idaho. The WCR implements several regulations, including the Magnuson-Stevens Fishery Conservation and Management Act (MSFCMA), the Endangered Species Act (ESA), the Marine Mammal Protection Act (MMPA), and the National Environmental Policy Act (NEPA). The WCR ensures the productivity and sustainability of fisheries and fishing communities through science-based decision-making and compliance with regulations, and to recover and conserve protected resources including marine mammals, sea turtles, and fish.
The OWCO is located in Portland and Seattle, with satellite teams in Lacey, Washington, and Roseburg, Oregon. The OWCO’s responsibilities focus on protecting species and their habitats under the Endangered Species Act by evaluating the impacts of proposed federal actions, developing and implementing recovery plans, seeking conservation partnerships with local governments and landowners, and ensuring safe fish passage through federal and some private dams, and designating critical habitat. The OWCO is expanding its use of programmatic consultations addressing an agency's multiple actions on a program, regional, or other basis as a strategy to be both more efficient and effective in implementing the Endangered Species Act.
The Programmatic ESA Development and Restoration & Permitting Program Implementation Specialist will support the OWCO with the implementation of NMFS Restoration and Permitting Program for Lakes Washington and Sammamish, project-level ESA Section 7 consultation, scoping, pre-consultation, and completion of programmatic consultations.
